According to the Biography of Emperors in Zhou Dynasty in records of the Historian, as early as 4,000 years ago, Houji, the first high-ranking official in charge of agriculture in the Chinese history, taught people how to grow crops here, making Yangling the birthplace of the Chinese agricultural civilization. In 1934, the National Northwest Junior College of Agriculture and Forestry (predecessor of the current Northwest A&F University) was founded here by senior Kuomintang official Yu Youren and compatriot General Yang Hucheng, so Yangling became a place of origin for modern high agricultural education of Northwest China.

Yangling is located in the center of the Guanzhong plain, Shaanxi Province, with a total area of 135km and a population of 190,800. With the approval of the Chinese State Council, Yangling Agricultural Hi-Tech Industries Demonstration Zone (Yangling Demonstration Zone in short) was founded on July 29, 1997, which is jointly constructed by 20 ministries, commissions ,as well as Shaanxi Provincial People's Government. It is the only state-level development zone in China concentrating on agricultural hi-tech industries. Nowadays, Yangling Demonstration Zone has become one of the most energetic and prosperous district in Shaanxi Province.

As an agency of Shaanxi Provincial People’s Government, the Administrative Committee of Yangling Demonstration Zone (abbreviated as Administrative committee) enjoys prefecture administrative power, provincial economic power and partial provincial administrative power.
