全体来华留学生/To all international students：
根据国家留学基金管理委员会《关于做好2026年中国政府奖学金年度评审工作的通知》要求，结合学校来华留学生管理工作实际，为提升留学生培养质量，即对在校全体留学生（含各类奖学金生及自费生）开展一次全面的综合考核，现将有关事项通知如下：Pursuant to the requirements of the Notice on the Implementation of the 2026 Chinese Government Scholarship Annual Review issued by the China Scholarship Council, and in consideration of the university’s context in managing international students, a comprehensive assessment will be conducted for all international students currently enrolled (including both scholarship recipients and self-funded students). This initiative aims to enhance the quality of international student cultivation. The relevant matters are hereby notified as follows.
一、参评对象/Participants
1.各类奖学金生All types of scholarship students：2026年9月之后将继续享受奖学金的留学生须参加。All international students who will continue to receive scholarships after September 2026 must participate。
2. 其他类别学生Students in other categories：自费语言生、自费本科生、双学位研究生须参加。Self-funded language students, self-funded undergraduate students, dual-degree graduate students are all required to participate.
3. 无法按原计划于2026年7月毕业，拟申请奖学金延期的学生须参加。International students who will not able to graduate as planned in July 2026 and planning to apply for a scholarship extension must participate.
*注Note：学制为一学年以内（不含）的学生，以及将于2026年6月毕业的非语言生可不参加本次考核。Students enrolled in programs of less than one academic year and all students scheduled to graduate in June 2026 are exempt from this assessment.
All language students are required to take this assessment.
二、评审细则/ Details for Review
1.评审内容Evaluation Content。来华留学生年度评审是以学年为时间限度的综合评审工作。评审内容包括汉语水平、出勤率和课堂表现、参加科研团队和学术活动情况、考试成绩/科研进展、奖惩情况及日常表现等。The Annual Review is a comprehensive assessment on international students. The details of the Annual Review include Chinese proficiency, course attendance and performance, research and academic performance, test scores of courses or research progress, daily performance, university activities etc.
2.分值分布Score Distribution。评审综合得分=基本分（共100分）+加分项（最多加10分）-扣分项（扣分不设限），基本分由国际学院评审小组和各相关学院评审小组按评分体系进行评分，加分项和扣分项由国际学院进行评分。Overall score of Annual Review= Base Score (100 points in total) + Bonus Points (up to 10 points) − Deduction Points (unlimited), Base scores are jointly assessed by the CIE Review Panel and relevant academic college review panels in accordance with the official scoring rubric, while CIE will exclusively adjudicate bonus points and deductions.
三、评审程序/Schedule and Procedures
1.学生自评Self-assessment
留学生在国际学院官网下载《关于开展2026年度中国政府奖学金生年度评审及校内全体留学生综合考核工作的通知》、附件1《中国政府奖学金年度评审（学生自评）表》（适用于所有参评学生）及附件2 《西北农林科技大学中国政府奖学金年度评审实施细则》,按要求填写电子文件中的个人基本信息以及500字的中文或英文个人学习生活总结。Please download the Notice on the 2026 Annual Review of Chinese Government Scholarship Status and Comprehensive Assessment of All International Students and Appendix 1 Form for Annual Review of Chinese Government Scholarship Status (Applicable to all participating students)and Appendix 2 Detailed Rules for the Annual Review of Chinese Government Scholarships at Northwest A&F University from CIE website. Complete the electronic form in which a 500-word self-assessment should be finished in Chinese or English.
所有参评学生需于4月9日下午5点前登录“西北农林科技大学国际学生在线管理系统(https://nwsuaf.17gz.org）”将附件1扫描件（必须上传）、个人成绩单（必须上传）、荣誉证书及发表论文等其他证明材料（如有请上传）上传于系统中。详细操作指南另行发布。All participating students must log into the Northwest A&F University International Student Service System (https://nwsuaf.17gz.org) before 17:00 on April 9 and upload the following documents to the system:Scanned copy of Appendix 1 (required) ,please fill in the self-assessment content electronically,then print it out and sign it by hand.Official academic transcript (required) Other supporting documents (if applicable), such as honor certificates and published papers A detailed system operation guide will be issued separately.
另：中国政府奖学金生还需在CSC系统进行自评，自评时间另行通知。
In addition, students under the Chinese Government Scholarship are required to conduct self-evaluation in the CSC system. The time for self-evaluation will be notified separately.
2.学院初审 College Preliminary Review
（1）汉语学习阶段来华留学生由语言文化学院汉语教师负责初审，专业学习阶段来华留学生由所在专业学院负责初审。Performance of International Students in Chinese language learning phase will be reviewed by Chinese teachers from the College of Language and Culture, other international students in academic study phase will be reviewed by their major colleges.
请参评留学生近期密切关注所在专业学院的相关评审通知及要求，配合做好年度评审工作。International students please pay close attention with relevant notice from your major college regarding specific requirements for the annual review and cooperate with the annual review.
（2）国际学院对留学生道德品行、日常及活动表现进行评审。CIE will assess your daily performance, including rewards and punishments, as well as your moral conduct.
3.学校评审 University Evaluation
年度评审工作小组将对本年度接受评审的来华留学生进行最终评审，并将有关评审结果报送国家留学基金委及相关部门。NWAFU Review Committee will make the final review, and submit review reports to CSC and other related departments.
4.结果公布 Result Announcement
学校将通过学校文件等途径，公布国家留学基金委批准的评审结果。The university will announce the review results approved by the China Scholarship Council through official university documents and other channels.
四、评审结果 Evaluation Results
1. 评审结果说明。综合得分小于60分者为评审不合格，评审不合格的学生将给予中止或取消奖学金资格的处理意见。
Explanation of Review Results. Students with a comprehensive score less than 60 points will be considered as having failed the review. Those who fail the review will be subject to the handling of having their scholarship eligibility suspended or cancelled。
2. 无正当理由不参加年度评审者将被取消奖学金资格。Those who do not participate in the annual review will be disqualified from the scholarship.
五、工作要求Requirements for Annual review
1. 评审材料报送时限Deadline for Submission of Review Materials。请参评留学生按时限要求（4月9日17：00前）将本人参评资料上传至指定填报系统以确保各专业学院按规定时间安排评审工作。因特殊情况确不能按时提交评审材料者，需提前书面告知国际学院。逾期未提交评审材料者，视为自动放弃本次奖学金年度评审。 International students participating in the review shall upload their application materials to the designated system by the deadline (17:00, April 9) to ensure that all schools can arrange the review work as scheduled. Those who are truly unable to submit materials on time due to special circumstances must notify the College of International Education in writing in advance. Those who fail to submit review materials by the deadline shall be deemed to have voluntarily waived the annual scholarship review for this time.
2.评审材料填写须知Instructions for Filling in Review Materials。来华留学生需填写个人基本信息和2025-2026学年各方面的表现情况（不少于中文500字），如实填写，不得代填。凡弄虚作假者，一经发现，将取消本年度奖学金参评资格。International students in China shall fill in their personal basic information and their performance in all aspects during the 2025-2026 academic year (no less than 500 Chinese characters). All information shall be filled in truthfully and shall not be filled in by others on behalf of the applicant. Any fraud found will result in the cancellation of the applicant’s eligibility for the annual scholarship review.
